RM24-4 – Supply Chain Risk Management Reliability Standards
December 3, 2024
The ISO/RTO Council submitted comments on FERC’s Notice of Proposed Rulemaking to direct the North American Electric Reliability Corporation (NERC) to develop and submit for Commission approval new or modified Reliability Standards that address the sufficiency of responsible entities’ supply chain risk management plans related to the identification of, assessment of, and response to supply chain risks, and the applicability of Reliability Standards’ supply chain protections to protected cyber assets. As part of any directives to NERC to develop reliability standard revisions, the IRC supports providing responsible entities with appropriate flexibility to identify, assess, and respond to supply chain risks.
Comments on NERC’s Supplemental Filing to the Five-Year Electric Reliability Organization Performance Assessment Report
November 26, 2024
The IRC submitted comments supporting NERC’s Supplemental Filing to the Five-Year Electric Reliability Organization Performance Assessment Report. The IRC supports NERC’s proposed initiatives to make the Electric Reliability Organization Enterprise more efficient by (1) employing a potential noncompliance abeyance period where appropriate for new or revised Reliability Standards; (2) streamlining the processing of issues deemed to be Compliance Exceptions; and (3) focusing on timely data analysis to report on trends, themes, and recommendations.
Comments on FERC’s Notice of Proposed Rulemaking in RM24-7 relating to proposed Reliability Standard CIP-015-1 (Cyber Security – Internal Network Security Monitoring)
November 26, 2024
The IRC submitted comments in response to FERC’s notice of proposed rulemaking to approve proposed Reliability Standard CIP-015-1 (Cyber Security – Internal Network Security Monitoring). The IRC recommends FERC clarify its directives in the NOPR by requiring NERC to develop modifications to proposed Reliability Standard CIP-015-1 that extend Internal Network Security Monitoring to networks on which Electronic Access Control or Monitoring Systems and Physical Access Control Systems reside outside of a responsible entity’s Electronic Security Perimeter. The IRC asks FERC to clarify that any such directive requires no changes to the CIP-015-1 approach of directing responsible entities to use a risk-based rationale to implement network activity monitoring inside or outside an Electronic Security Perimeter.

Report from North America’s electricity system operators examines impact of emerging technologies
November 30, 2017
ISO/RTO Council (IRC) report examines how the future of the North American power grid depends on effectively adding renewables to the grid, the accuracy and availability of data from “behind-the-meter” resources, and coordinating these distributed energy resources at the grid operator level to preserve reliability.
